Effectively, yes, but instead of acquiring hardware (and taking the hit in terms of cost, depreciation, etc_ you'd become a "boutique" or "one stop shop" management house for AWS, Google Cloud etc. This is how Stablepoint does it.
I know a few people who rent servers and act as a hosting company. I am not sure how successful they are.
The offer a lot of freebies to survive. Mainly free migration support and other tech support which is paid. Their main resource is their knowledge and manpower.
Several ISP's these days offer reseller packages where you can create your own brand etc whimsy using someone else's infrastructure as @admin pointed out above. However, the island are notoriously low grade meaning that if you do get several clients, thereupon are likely to complain about speed and quality at some point.
